Membership Definitions - Baltimore City Employees

It is important to understand the relationship between the Mayor and City Council of Baltimore and the City Union of Baltimore (CUB).

City of Baltimore employees are designated by the Office of the Labor Commissioner by position and classification to a bargaining union and representation status. CUB designated employees are represented by CUB for the purposes of collective bargaining and enforcing the contract. It does NOT mean you are a dues-paying member of CUB.

Definitions:

CUB-Represented employees: All employees of the City of Baltimore that are designated in the CUB-Represented Bargaining Unit by the Office of Labor Commissioner.

CUB Union Member: A CUB Represented employee of the City of Baltimore who has voluntarily joined the City Union of Baltimore. The employee must have signed a CUB membership card and have dues deducted from their paycheck. Check your Workday account to see if dues are being deducted. If dues are being deducted from your checks, you are a CUB UNION MEMBER.


DUES Check-off
The city of Baltimore by ordinance allows for any employee organization certified as the exclusive representative of employees to submit authorization cards for dues deduction. The City Union of Baltimore is an organization that represents employees as the exclusive bargaining representative.

Membership Authorization Effective and Termination Dates
Membership in CUB is effective at the time of completing a membership card and affixing the employee’s signature.  

  • CUB will submit signed member authorization cards to the City of Baltimore so dues can be withheld and remitted timely to CUB.  
  • Membership shall be irrevocable for a period of 1 year.
  • Membership is automatically renewed from year to year, unless written notice is given to the employer at least 30 days prior to the anniversary date.

Sec. 6-1. Dues check-off

  1. Authorized.  
    Any employee organization certified as the exclusive representative of employees in designated unit, upon the presentation of dues deduction authorization cards duly executed by individual employees in said unit, shall be entitled to have such employees’ membership dues deducted from their paychecks and remitted to the designated employee organization.  
  2. Term.  
    Such authorization shall be irrevocable for the period of 1 year, and automatically renewable from year to year thereafter, unless written notice of termination by the employee is given to the employer at least 30 days prior to the anniversary date.
