MAYOR SCOTT’S DECLARATION OF A LOCAL STATE OF EMERGENCY - EMPLOYEE INFORMATION

Today, March 26, 2024, Mayor Brandon M. Scott issued an Executive Order declaring a local State of Emergency in Baltimore City, in response to the Francis Scott Key Bridge collapse incident that took place this morning. This declaration will remain in effect for thirty (30) days, subject to renewal or cancellation as conditions warrant. (See attached).

The Mayor’s declaration of a local State of Emergency, however, is different from the Mayor declaring Time-Off by Executive Order, in accordance with AM-204-13. (See attached). Accordingly, City employees will receive their normal rates of pay. Fair Labor Standards Act (FLSA) covered employees working beyond their normal shifts will receive overtime at the time and one half (1 ½ x) rate, and in accordance with the applicable Memoranda of Understanding (MOUs), as well as City payroll rules.

To be clear, City government is not closed. Therefore, the provisions of AM-204-13 are not applicable.
